AT Network Staff

Kim CantrellKim Cantrell is CFILC's Director of Programs. She is responsible for overseeing three of CFILC's programs: Access to Food, the Diversity Leadership Institute and the AT Network.

Since joining CFILC in 2004, Kim has worked on a variety of programs including the AT Network, the Diversity Leadership Institute, the HMO Enrollee Regional Outreach and Information Center (HEROIC) initiative, the Systems Change Network and the Access to Food Project. She staffs CFILC's Diversity Committee and serves on the Department of Rehabilitation's Assistive Technology Advisory Committee.

She has facilitated trainings throughout California on a variety of disability, diversity and health-related issues. Combining her passions of teaching and learning, Kim strives to design trainings that are fun, learner-centered and meaningful.

Kim received her MA in Communication from Arizona State University. She continues to teach night classes at a local community college and to practice yoga as a way to keep it all in perspective.

Allan FriedmanAllan M. Friedman is committed to the cause of independent Living. He has played a vital role in CFILC's advocacy as the organizations webmaster and technology guru. He has guided CFILC's use of technology to advance its mission for more than ten years, always seeking to use the latest advances in information technology to empower advocates and consumers.

As the chair of California's 2-1-1 Steering committee, Allan was instrumental in bringing the state into the national 2-1-1 system. Along with CAIRS and other stakeholders, he successfully petitioned the California Public Utilites Commission to create rules and reguations to govern how 2-1-1 works in California.

Rosemarie PunzalanWith more than 10 years of experience in education technology and persons with disabilities, Rosemarie Punzalan’s unique background brings her extensive experience and skills in the field of accessible electronic and information technology (E&IT) as CFILC’s Communication Specialist – Web Emphasis. 

Prior to joining CFILC in August 2010, Rosemarie was the AT Network’s Web Accessibility Specialist from 2007 – 2010 with the Alliance for Technology Access (ATA). She was the project manager of the Accessibility Task Force, an ad hoc committee of AT Network staff and members – in consultation with Neal Albritton, ADCS-LLC to develop an Accessibility Checklist: Complying with Standards. The checklist was developed to assist organizations in complying with the accessibility standards within Section 508 of the amended Rehabilitation Act and the Americans with Disabilities Act Amendments Act of 2008.

A 2005 California State University Northridge Graduate, Rosemarie holds a Deaf Studies Bachelor of Arts, Emphasis in Human Services as well as an Assistive Technology Applications Certificate (ATACP), a national and international assistive technology training program to expand the knowledge base of professionals and introduce newcomers to the disability field, through the Center on Disabilities and College of Extended Learning.

Her specialties include accessibility, education, marketing, multimedia production, information technology and web. 

Rosemarie’s likes and interests includes observing / people watching, thinking, photography, beach, quotes, being outdoors, going to live events, diversity, nature and wildlife, technology, chocolate, traveling, networking, and spending time with family and friends.

Shannon CoeShannon Coe is the Reuse and Finance Coordinator at CFILC. She will be coordinating the logistics and processing paperwork for the AT Network’s Alternative Financing Program and Reuse activities, and working with the AT Reuse Committee, AFP Committee, and local partners.

Shannon obtained a Master of Public Administration in International Management degree at the Monterey Institute of International Studies (MIIS). Her personal and professional passions have taken her to more than 45 countries and led her to volunteer with many disability-focused organizations. Shannon has also presented in conferences and trained local organizations on disability rights issues.

During college, Shannon interned with the ADA section of the U.S. Department of Justice in Washington D.C, and also with the City of Berkeley. In 2000, Shannon received a Bachelor of Arts from U.C. Berkeley in Mass Communications. After graduation, she was selected to attend the Beijing +5 UN Declaration and Platform for Action conference to evaluate the progress of women with disabilities under the UN Convention and the National Youth Leadership Network (NYLN). She contributed as a writer to the New Mobility magazine and the NYLN Quarterly Newsletter which addressed issues concerning youth with disabilities. Shannon later worked as an Acting Program Coordinator for the Fulfillment Fund Teen Access Program, a non-profit organization that provides mentors and educational resources for students with disabilities in Los Angeles. She was a mentor for young women with disabilities for the Youth Empowerment Project, and a trainer for Mobility International USA.

Since 2003, Shannon has also raised sufficient funds to travel to developing nations with Joni and Friends (a nonprofit organization) to distribute hundreds of wheelchairs to some of the world’s poorest people with disabilities. From 2004-2006, Shannon served in Paraguay as a Peace Corps Volunteer, working with non-profit and non-governmental organizations and the Paraguayan government on projects to improve basic disability rights for Paraguayans with disabilities. In 2009, Shannon was a consultant for Handicap International in Takoma Park, Maryland. She worked on the Making it Work (MIW) initiative to promote the implementation of the CRPD.

In addition to traveling, Shannon has been involved in outdoor adventures with organizations such as Environmental Traveling Companion, Bay Area Outreach & Recreation Program, and No Barriers. Shannon has also volunteered for Access Leisure, Special Olympics, and Casa Colina in sport events and summer camps for children with disabilities.

Information & Assistance Advocate- Rachel AndersonRachel Anderson, CFILC’s Information and Assistance Advocate, has worked for a variety of nonprofit organizations in educational outreach, volunteer management and advocacy roles. She holds a Master’s degree in Educational Leadership, Policy and Management and was awarded a fellowship as a future female leader in the nonprofit field.

Speaking Spanish fluently, Rachel has lived and worked in Central and South America as well as five different states in the U.S. She is passionate about national and international social justice issues and CFILC’s mission, and is very excited about her role in the AT Network—which is giving information, referrals and assistance to the public in regards to all things related to assistive technology. 

Rachel recently moved from Oregon to California with her husband and is happy to be in sunny Sacramento. She enjoys walking around midtown with her dogs, Victor and Jara, and meeting new people. Her ultimate dream is to build an adobe home on a few acres of land in northwestern Nicaragua and have more dogs (and chickens, cats, goats, and pigs). She also would like to be able to watch sloths in the wild again and have ten different kinds of fruit trees.
