What is Assistive Technology under California Children's Services?

California Children's Services (CCS) is a statewide program for children under the age of 21 who have physically handicapping conditions, and who meet specified financial guidelines.

CCS provides Assistive Technology related to a child's adjusted gross income. Title 22 of the California Code of Regulations (§ 41800) lists eligibility conditions.

How do I apply?

Anyone, including the child's Department of Health and Human Services, or the department in which CCS is located in your county. Within five calendar days of receipt of the referral, the county must send to the parent or the legal guardian a written notification and a blank application. If the application form is completed and returned to CCS within 20 days of the mailing of the notification, the date of the referral will be considered the date of the application, and services can be reimbursed for that date. (Title 22, C.C.R.) Eligible consumers must pay a $20 annual fee. This payment is not required of consumers who are eligible for full-scope Medi-Cal benefits without a share of cost, or for families having income less than the federal poverty level.

What are my rights for appeal?

If a consumer is denied services, he/she can appeal to the agency designated on the Notice of Action. The letter of appeal should be sent within 30 calendar days of date of the Notice of Action. (Title 22, C.C.R. § 42703) If the first decision is unfavorable, he/she may request a CCS Fair Hearing. (Title 22, C.C.R. § 42703).
